Power levels made simple!

Alright, I've been looking around, and no one seems to have a grip on what their power level is, so I have set upon my task of making five power classes: I, II, III, IV, and V. For each example, a human will be used. WARNING: Although you may have a character that falls under a certain group, but is an outlier(Ruroni Kenshin for class II), move them up one level, making Kenshin a Class III.There is no class VI
Class I: This is your average human. He might have a weapon, he has no training, and only exists so that there is a bottom tier.(Your bro Dave.)
Class II: This guy has training in some form of combat, be it blade, gun, or fist. However, everything he does is purely mundane, neither not his weapon has any magic, and tech is at most what we have today. (Kilik from Soul Calibur.)
Class III: This guy has some form of useful magical power, technical gear, or other above-natural specification. His weapons can be magical, but he has limits to what he can do with his magic/tech/special weapons(Dovahkiin)
Class IV: This is a Class III, with at least one restriction removed, be it maintenance, magic reserves, etc. He is not a god, but he is more than likely of heavenly or infernal descent.(Dante from Devil May Cry)
Class V: This guy is a god in mortal form. He is only held back by what the body can do, and even then, he will probably have a lot of powers. (Any Mary Sue.)
