1. Budget Officer: Oversees all aspects of the preparation, communication and maintenance of the university's annual operating budget to include: collection of data for budgetary request and reports; developing financial models, managing and implementing the annual operating budget; directing the preparation of biennial legislative budget request and special state appropriation requests; contributing to the University-wide planning process; preparing tuition and fee models and proposals.
2. Leads and directs the University Budget Office. Manages University's capital planning, project analysis, allocation and decision-making processes, including follow-up monitoring and reporting.
3. Finance: Directs development of management reporting including variance analysis, fund balance reporting, and reporting of ratio and other financial metrics; establishing and analyzing University-wide and national data regarding budget, funding and other financial indicators; develops models for evaluating financial performance.
4. Identifies and assesses financial risks or obstacles associated with existing and proposed strategic decisions regarding university operations and finances; and recommends solutions.
5. Insures adequate supervision and control of financial activities related to general ledger accounting, grants and contracts, budget control, financial reporting, cash management, accounts payable, accounts receivable, student accounting, cash receipts and disbursement, bank reconciliation, payroll, property management and the financial aspects of registration and student financial aid.
6. Represent the Division of Fiscal and Student Affairs on financial and operational task forces and work teams and serve as a university resource for university financing and budgetary matters.
7. Provides fiscal input and financial guidance in related university activities such as payroll systems, insurance programs, purchasing, Student Information System (SIS), and registration systems.
8. Interfaces all accounting systems to state and federal systems such as Uniform Statewide Accounting System (USAS), Automated Budgets and Evaluation System of Texas (ABEST), and Automated Clearing House/Electronic Fund Transfer (ACH/EFT).
9.Reviews and evaluates financial impact of new legislation for financial impact.
10. Other duties as assigned.
